The state prosecution asked in absentia to find political scientist Ekaterina Shulman guilty and to impose a sentence of one year and 11 months in prison (recognized as a foreign agent in the Russian Federation, included in the list of terrorists and extremists of Rosfinmonitoring). This was announced on March 2 by a correspondent of Izvestia from the Dorogomilovsky courtroom in Moscow.

Shulman was charged in absentia under the article on evading the duties of a foreign agent and a preventive measure was chosen in the form of detention. The criminal case will be considered by the court in the general order in the absence of the accused, who is wanted.

According to the case file, Shulman, being a foreign agent, was twice brought to administrative responsibility under articles for intentionally distributing materials without labeling.

Last March, the Russian Interior Ministry put Shulman on the wanted list in a criminal case. In 2022, she was added to the list of foreign agents by decision of the Ministry of Justice. The reason was her anti-Russian position. Later, Shulman was arrested in absentia for two months in a case of evading the duties of foreign agents. In November 2025, the political scientist was added to the list of terrorists and extremists in Russia. On January 23, the Moscow Prosecutor's office filed a criminal case against Shulman in absentia.
