In Moscow, they demand to open a criminal case because of an extension in an elite residential complex

A criminal case is being demanded by residents of a high-rise building in the center of Moscow, who fear collapse due to an illegal extension organized by the owner of one of the apartments. Damage is already visible on the building, but even this did not become a reason for the demolition of the building itself.

All the current troubles of the residents of the house are due to the extension, which was built by a neighbor from the first floor: there is a crack on the facade, the walls are freezing, and the foundation has sagged due to the extra 15 tons.

"The main complaint is that, according to the expert examination, this extension can seriously threaten the house. Its additional weight on the foundation is several tens of tons, this was not provided for in the project," Kirill Olkov, a correspondent for Izvestia, said.

The apartment owner, who decided to increase her living space so much, was not deterred by this. Nadezhda Domokurova went ahead with the expansion anyway, enlisting the support of the State Service management company. Now the house is being destroyed, and its residents have already written to the Investigative Committee, demanding that the management company be held criminally responsible for providing services that do not meet safety requirements.

"This article is the exclusive competence of the Investigative Committee due to the fact that only it can consider crimes related to the inadequate quality of work," explained Oleg Sukhanov, a lawyer and representative of the owners.

One trial, where the court declared the extension illegal, has already been won by the residents of the house, but both Samostroy and the management company are still in place.

"Characterizes the management company as a company that does not conduct its work transparently. This is a blatant violation of the residents' interests," said Yulia Oktyabreva, a resident of the high—rise building.

It has been more than a month, but there is still no response from the investigators. The director of the State Service Management Company is also dragging his feet and disavowing everything.

"What do we have to do with it, the owner agreed on everything and started building without us," said Sergey Yudin, CEO of State Service Management Company.

It would not have been possible to coordinate this alone, we need to hold a general meeting of residents. There is a protocol – it also contains the signature of the director of the management company that built the veranda – that allegedly 167 votes of residents are in favor. However, according to most of them, they did not vote at all, and more than 60 signatures were forged.

The residents are sure that without the knowledge of the management company, which had all the data of the owners, it was impossible to pull this off. Forgery, illegal construction — all this now affects the safety of the house and its inhabitants, which, according to the statement to the investigative authorities, they question.

"It is quite difficult to control the activities of a management company. According to the law, there are measures, but it is not easy to apply them. Unfortunately, the internal affairs bodies try to dismiss such cases," said Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction, Housing and Communal Services.

Domokurova, who built the veranda herself, does not contact the residents and generally lives 400 km from Moscow in the Tambov region. The formal owner of Moscow luxury real estate worth 200 million rubles, or even more, lives in a modest house for 2-3 million. He does not open the door to anyone, refuses to talk about the courts and forgery of signatures.

"I won't say anything to anyone, everything is official with me," Domokurova says.

The woman has never appeared in her Moscow apartment, at least the residents of the capital's high-rise building have never seen her and do not know her by sight. But her neighbors in the Tambov settlement tell a lot about her: she hasn't worked a day, but she has good connections, and Domokurova's relative is allegedly a high—ranking law enforcement official.

Residents of the capital's high-rise buildings are afraid to say too much. Any mention of the scandalous extension is fraught with possible consequences for them, which the manager of the house, Sergey Kuzmin, has already hinted at.

"After I gave the previous interview, he informed me that some people from law enforcement agencies with scary faces were interested in me, who were going to come again," said Yulia Oktyabreva, a resident of the high—rise building.

If there are serious patrons, issues such as unauthorized construction can be easily resolved. You can get permission retroactively, and forging signatures is generally a matter of technique. Residents' statements may not reach the investigating authorities.

"If a person decides to add some kind of extension to an apartment building, most likely, this is a person who counts on the support of certain officials. It could be anyone: law enforcement officers, the administration," said Pavel Zaitsev, a member of the presidium of the National Anti—Corruption Committee of Russia and a former investigator of the Investigative Committee under the Ministry of Internal Affairs of Russia.

The trials are underway, but Nadezhda Domokurova herself does not attend them. The owner of the extension stays as far away from the problems of the house, which she herself created. The management company, whose activities should now be of interest to investigators, also distanced itself from the residents.

Earlier, at the end of January, it was reported that the owner of the illegal extension had not officially worked a day. According to neighbors, Domokurova generally leads a reclusive lifestyle. The interests of the woman in Moscow are represented by her lawyers.

On November 7, it became known about the beginning of court proceedings in a high-profile case about the possible forgery of signatures of apartment owners for the construction of an illegal extension. The owners of the capital's residential complex want justice, demanding the demolition of an illegal extension that threatens their home.
