Amendments to Article 44 of the Law No. 273-70 "On Administrative Offenses in St. Petersburg" have entered into force in St. Petersburg. This was announced on March 1 by the press service of the City Property Control Committee (CCI).

"The changes were initiated by the CCI based on the results of an analysis of practice for 2022-2025: more than 50% of those held accountable are tenants and subtenants who traded in the NTO (non—stationary trading facility. — Ed.), placed without a duly executed contract, while the objects themselves were not placed by them," the publication says.

It is clarified that from now on, the responsibility lies not only with the seller, but also with the one who illegally placed the NTO without concluding a contract.

Sergey Krivonosov, deputy Chairman of the State Duma Committee on Tourism, said that new hotel booking rules will come into force on March 1, 2026, which will provide greater protection for customers. The requirements for booking conditions will be tightened: the contract must specify the room size, cancellation conditions, as well as the full list of services and their cost.

The payment procedure for housing and communal services (HCS) will also change. According to the new rules, residents in all regions of the country will receive payment documents no later than the fifth day of each month.
