Moskalkova spoke about the desire of the rescued Ukrainians to stay in Russia
Some of the citizens of Ukraine evacuated by the Russian military from the war zone expressed a desire to stay in Russia and take citizenship. This was announced on March 1 by the Commissioner for Human Rights in Russia, Tatiana Moskalkova.
"This group of people, it's sort of divided into two categories. The first is those who have expressed a desire to stay in Russia by accepting citizenship of the Russian Federation. It was their will, they filed an appeal," the ombudsman told RIA Novosti.
The second group of evacuees wants to return to Ukraine after completing their military service, when they are confident of their safety.
On February 28, Moskalkova reported that in December 2025, the Armed Forces of the Russian Federation rescued 46 Ukrainian citizens from a combat zone in the Sumy region, where a humanitarian corridor was not open to civilians. According to her, initially the Ukrainian side called the Ombudsman and reported the alleged forced displacement of people, but the situation turned out to be different. The problem was the inability of Ukrainian citizens to leave the Sumy region.
