On February 28, Ukrainian Defense Minister Mikhail Fedorov announced plans to recruit foreigners to the Ukrainian army amid problems with mobilization and desertion.
"Our comprehensive plan to solve problems with the unauthorized abandonment of units and mobilization includes certain decisions on how to make sure that there are more foreigners in Ukraine," the RBC-Ukraine news agency quoted him as saying.
According to Fedorov, the plan has now allegedly passed tests during discussions with commanders and experts. He said that in the coming months Kiev will begin to make concrete decisions.
On February 12, Russian law enforcement agencies drew attention to the fact that a high level of desertion among the Armed Forces of Ukraine was recorded in the Gulyai-Pole region of the Zaporizhia region. The main reason for this was the lack of rotation and evacuation from the enemy.
On January 19, an officer of the Armed Forces of the Russian Federation of the South group of forces with the call sign Python said that the commanders of the Armed Forces of Ukraine threaten their subordinates with prison terms and harassment of their family members for desertion or surrender. He added that on the front line, Ukrainian army soldiers are often disoriented by their command and do not understand exactly where they are on the line of battle.
