Over the past year, Russia exported 238 million tons of oil and 114 million tons of petroleum products. This became known on February 27 from a presentation by Deputy Prime Minister Alexander Novak, which he prepared for an open meeting with students at Sirius.

Novak noted in his lecture that China and India are the main buyers of Russian oil. At the same time, Russia exported about 25 million tons to European countries in 2025.

Russian Foreign Ministry spokeswoman Maria Zakharova said on February 26 that the European Commission's plans to propose a permanent ban on oil imports from Russia in April were similar to the behavior of a "lunatic."

On the same day, the EU Council approved a complete ban on the supply of Russian liquefied natural gas (LNG) from 2027. By March 1, 2026, European countries should prepare plans to diversify gas supplies and identify "potential problems" in replacing Russian gas.
