Alexey Botvin, the detained head of the Bodaibinsky urban settlement of the Irkutsk region, is accused of abuse of authority. This was reported on February 27 by the Investigative Committee (IC) of the Russian Federation.

"The official has been charged with committing a crime under paragraph "b" of Part 3 of Article 286 of the Criminal Code of the Russian Federation ("Abuse of official authority with serious consequences")," the agency said in a statement on the MAX messenger.

It is specified that on January 30, more than 140 houses and two schools were left without heating in Bodaibo due to the shutdown of four boiler houses due to freezing of the water pipeline. At that time, as emphasized in the Investigative Committee of the Russian Federation, low temperatures were recorded in the area, so the lack of water supply and sanitation created a danger for over 1.3 thousand residents.

"It has been established that a major utility accident occurred as a result of the failure of the administration of the Bodaibinsky urban settlement to take proper measures regarding the reconstruction and modernization of housing and communal services (main water pipelines)," the report added.

The court added that the issue of choosing a preventive measure in the form of detention for Botvin is now being resolved.

Botvin's arrest became known on the same day. The Izvestia source who reported this suggested that the incident could be related to a municipal accident recorded in the city, which led to a local emergency.
