The State Duma has approved separate fines for taxi drivers for the absence of OSGOP

Taxi drivers will be fined up to 40 thousand rubles for the lack of civil liability insurance (OSGOP). Such a bill was adopted by State Duma deputies in the second and third readings, the Parliamentary Newspaper reported on February 26.

Everyone who works on public transport, including convoys and airlines, must have an OSGOP policy. Fines for his absence reached up to 1 million rubles for organizations and up to 50 thousand rubles for officials. For taxi drivers, their value was suggested to be adjusted downwards.

Amendments to the Code of Administrative Offences were adopted in the first reading back in July 2025. They provided for fines for drivers from one to five thousand rubles, for individual entrepreneurs — from 20 to 25 thousand rubles, for legal entities — from 30 to 40 thousand rubles.

The amendments to the second reading established a fixed amount of fines for the absence of OSGOP. For citizens — five thousand rubles, for sole proprietors — 25 thousand rubles, for companies — 40 thousand rubles.

Dmitry Novikov, a member of the State Duma Committee on State Construction and Legislation, expressed confidence that reducing the fine would not affect transportation safety for the worse and would not affect the cost of travel. At the same time, the law will protect hundreds of thousands of conscientious drivers and support small businesses, he noted.

Anton Alikhanov, the head of the Ministry of Industry and Trade, announced on the sidelines of the Future Technologies Forum on February 25 that the government had submitted a full list of localized cars for taxi work. The Ministry of Industry and Trade published the primary list of vehicles that meet the requirements of the law on taxi localization in early October 2025. More than 20 models from six Russian brands fell under the relevant criteria: Lada, UAZ, Sollers, Evolute, Voyah and Moskvich.
