The economist appreciated the idea of state support for companies for helping Russians to purchase housing

The initiative to provide state support to companies for helping Russians purchase housing can be an effective tool to reduce staff shortages and increase mobility in the labor market. Ahmed Yusupov, an economist and partner at the Goldman Agency communications agency, told Izvestia on February 25.

According to him, against the background of record low unemployment — 2.3% — and more than 4.2 million vacancies, the main barrier to employment remains the territorial factor. There are specialists, but moving to another region often turns out to be economically impractical due to high rental or mortgage costs. In such circumstances, government support aimed at co-financing housing costs can reduce "friction" in the labor market and simplify the decision to change jobs.

"For businesses, especially in the manufacturing industry and defense industry, <...> this is a direct way to reduce turnover and retain qualified personnel. At the same time, the financial burden on the enterprise becomes predictable and partially compensated, which makes it possible to include such programs in long—term investment projects," the expert said.

Yusupov stressed that the mechanism can be implemented by redistributing existing state support tools. As an example, he cited infrastructure budget loans, which since 2021 have allowed attracting significant extra-budgetary investments and introducing millions of square meters of housing. In his opinion, some of the similar funds could be used to develop the rental fund for large enterprises.

"Such a measure will be most effective in regions of active investment growth — in Siberia, the Far East, and new territories where jobs are being created, but the rental market is either underdeveloped or overheated. The support will help to consolidate people in these territories, turning the shift method into permanent work with family and own housing in the future," the economist concluded.
