For using a neighbor's Wi-Fi, which was under a password, and not freely available, the user faces a fine of up to 200 thousand rubles or in the amount equal to the salary for 18 months. This was announced on February 25 by Vadim Vinogradov, Doctor of Law, Professor, Dean of the HSE Faculty of Law.

"If the router works without a password, the line between allowed and forbidden turns out to be blurred. The signal is available to everyone who is in the receiving area, and it is extremely difficult to confirm that the user has connected against the will of the owner. The lack of security settings in such disputes usually plays against the subscriber," the lawyer said in an interview with RT.
