The government named the most popular preferential program among Russians

The family mortgage is the most popular preferential program among Russian citizens, 1.85 million families have used it. This was stated on February 25 by the Chairman of the Government of the Russian Federation Mikhail Mishustin at a meeting in the State Duma (State Duma).

"We have been operating a family mortgage since 2018, and today [the program] has become the most popular among our population. In 2025, its share <...> in all preferential programs amounted to 90%... Over the entire period of operation of this program, 1 million 850 thousand families have improved their living conditions," he said.

Mishustin recalled that the family mortgage rate is 6%. On behalf of the President, the government, together with the commissions of the State Council, is working on options for modernizing conditions, including differentiated rates depending on the number of children.

Russian Deputy Prime Minister Marat Khusnullin and the Ministry of Finance, together with the Central Bank of the Russian Federation, are working on improving the program. Proposals will be developed by June 2026.

One family — one mortgage: family mortgage rules will change from February 1

Starting from February 1, 2026, the spouses will be considered a single borrower on a family mortgage.

On February 11, Russian President Vladimir Putin ordered the preparation of state programs to improve housing conditions for families, primarily with children under the age of seven. The Head of State also instructed to consider options for providing families with children with additional state support measures through full or partial repayment of a housing mortgage loan or loan in the amount of no more than 450 thousand rubles at the expense of the state in case the family has a fourth and subsequent child.
