Airat Gibatdinov, a member of the Federation Council Committee on Science, Education and Culture, proposed increasing the allowable amount of gifts for employees of educational, medical and social organizations from 3,000 to 9,000 rubles. This was reported by Rossiyskaya Gazeta on February 21.

"Restrictions are certainly necessary, but a measure is good for everything. If a person wants to congratulate their child's teacher or a doctor who saved his health on a holiday, he should not be afraid that flowers and, for example, a vase given to them will be considered a bribe and they will come to deal with this teacher or doctor as a corrupt official," the senator said.

Gibatdinov, together with a group of deputies from the Communist Party of the Russian Federation, has prepared draft amendments to the Civil Code of the Russian Federation, which is being prepared for submission to the State Duma.

He recalled that until 2008, employees of educational and medical organizations could be given gifts worth up to five minimum wages (minimum wage). During the 2008 anti-corruption reform, the limit was reduced to 3,000 rubles, while the minimum wage was 2,300 rubles per month. Today, the minimum wage is 27,093 rubles.

According to the senator, the amount of 9 thousand rubles is "modest and quite reasonable" for a gift to a teacher or a doctor. The explanatory note to the draft notes that the current limit makes employees afraid to accept gifts.

On January 22, the Russian government did not support a bill to increase the limit on gifts for teachers, doctors and social workers from 3,000 to 10,000 rubles. The ministry noted that an increase in the limit would violate the unity of measures to prevent corruption.
