Paper receipts for housing and communal services will remain available to everyone, despite plans for digitalization. This was announced on February 21 by Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.
"The variability in utility bills provided for by the Housing Code of the Russian Federation is planned to be preserved for the convenience of Russians. Paper receipts will remain available to everyone," Koshelev told TASS.
He stressed that nothing will change for pensioners and those who are not registered in the Unified Identification and Authentication System or have not agreed to receive digital payments. Koshelev also noted that digital payments help protect citizens from fraudsters who send out fake receipts.
"In general, digital payments solve the problem of fraudsters who spread fake receipts in mailboxes for payments with fake accounts. In this case, the appearance of bills in GIS housing and communal services fully protects citizens from such schemes," he stressed.
On February 18, Sergey Kolunov, deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, reported that starting from March 1, 2026, the procedure for paying for housing and communal services in Russia would change. Residents will receive payment documents no later than the fifth day of each month, and the deadline for payment will be shifted up to and including the 15th day.
