Starting from January 9, 2026, the fine for unpaid travel and misuse of a social card in Moscow public transport amounts to 5,000 rubles. This measure has already helped to increase the culture of fare payment among passengers, said Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.
In January 2026, the number of fines for misuse of a Muscovite's card decreased by 50% compared to the same period last year. The number of fines for stowaway travel also decreased by 15% compared to the same period last year.
"Changing the size of fines has proven its effectiveness. Residents and guests of the capital understand that it is more profitable to pay for a trip than to receive a fine. In addition, paying for travel is a contribution to the development of urban transport and a guarantee of insurance payments in case of an emergency. Thanks to all the conscientious passengers," Liksutov said.
Controllers of the State Institution "Transportation Organizer" check the fare not only on the line, but also on weekly enhanced checks together with police officers. Such checks have already proved their effectiveness: every year the number of those who do not pay for travel is decreasing. In 2025, their share decreased by almost 6% compared to last year.
Liksutov also recalled that all funds from the fare are directed to the development of the city's transport system, including the renewal of rolling stock, the expansion of the route network, and the introduction of new services.
