Dmitriev joked about the mental abilities of Finnish President Stubb

Kirill Dmitriev, Special Representative of the President of the Russian Federation for investment and economic cooperation with foreign countries, head of the Russian Direct Investment Fund, joked about the mental abilities of Finnish President Alexander Stubb and said that he did not understand the concept of time and large numbers. He announced this on February 20.
