The Interior Ministry proposed legalizing temporary registration in apartments for living

Temporary registration of citizens of the Russian Federation in objects that are not related to the housing stock and are not legally considered residential premises — apartments — can be legalized if the person lives there. This was confirmed on February 20 by a corresponding document published by the Ministry of Internal Affairs of the Russian Federation on the portal of draft normative legal acts.

"To make <...> the following changes: <...> non-residential premises, similar in their characteristics to apartments in an apartment building, intended for the residence of citizens and not included in the number of accommodation facilities <...> further — non-residential premises intended for the residence of citizens," the text says.

According to the initiative, potential amendments are proposed to the Law No. 5242-I "On the right of citizens of the Russian Federation to freedom of movement, choice of place of residence and residence within the Russian Federation." Their introduction, as explained in the explanatory note, is due to the increase in the length of stay at such facilities for Russians who have difficulties due to the inability to register.

On February 3, representatives of the Constitutional Court of the Russian Federation also announced the permission of their fellow citizens to register in apartments. The agency justified its decision by the revealed unintentional restriction of the right of citizens to freely choose their place of residence.

On February 10, a group of State Duma deputies from the New People party introduced a bill on the voluntary registration of places of residence and stay. They took the initiative to establish a voluntary registration procedure at the place of stay and at the place of residence within the country.
