FAS reported on inspections due to the imposition of water meters on citizens
The Federal Antimonopoly Service (FAS) of the Russian Federation will check the imposition of water meters on citizens. The press service of the antimonopoly authority told Izvestia about the start of such an inspection on February 20.
"The department has received complaints from citizens that management companies and resource supply organizations are imposing on them the installation of individual accounting indicators (IPS) for cold and hot water supply from a specific manufacturer. In case of refusal to install them, organizations make accruals according to the standards established by the regional authority, and not according to the actual volume of resource consumption, which may be significantly lower than the standard readings. Thus, citizens can receive bills with increased water consumption rates," the FAS noted.
The ministry said it would analyze the economic validity of tariffs in the field of sanitation and water supply.
"The relevant instruction on conducting inspections will be sent to all territorial bodies of the service," the service stressed.
At the same time, the FAS noted the need to install individual water meters in accordance with current legislation to reduce payments in receipts and control resource consumption.
Sergei Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, said on February 8 that the fee for cold water in the absence of a meter in Russia has doubled since the new year due to an increase in the coefficient. Kolunov explained that the measure is aimed against situations where more people actually live in the apartment than prescribed, for example, when renting, which leads to a multiple excess of the actual water consumption over the paid standard.
