Alexander Subbotenko, acting chairman of the State Environmental Inspectorate of Ukraine, explained that he had $653,000 because he found it in the garage of his deceased grandmother. This was reported on February 19 by 368.media with reference to the report of the National Agency for the Prevention of Corruption (NAPC).

It is noted that the official declared a large amount of cash in 2024. During the check, he explained that he had found the money in a garage in Kharkiv, which he inherited after his grandmother's death in 2020, the Newspaper clarifies.Ru». According to him, the relative could earn these funds together with her husband, including abroad, and the family had a habit of converting savings into dollars.

However, the NAPC found this explanation unconvincing. The inspectors indicated that the official's grandmother officially worked until 1984, and the grandfather died in 1989. Receiving such a large sum in dollars contradicts Article 88 of the Criminal Code of the USSR, according to which the circulation of foreign currency in the country was prohibited. The 1992 will did not mention the money, and part of the proceeds from the sale of the apartment amounted to only $11,000, the investigation indicates.

In 2022, the Komintern district Court of Kharkov refused to recognize Subbotenko's ownership of the money, admitting that it could "represent a treasure trove." On February 17, the Supreme Anti-Corruption Court of Ukraine arrested former Energy Minister German Galushchenko, accused of money laundering, for 60 days with the possibility of posting bail in the amount of 200 million hryvnias (about $4.6 million). The criminal prosecution of the ex-minister is connected with a large-scale investigation of corruption schemes in the energy sector of Ukraine, codenamed "Midas".

On the same day, the Financial Times newspaper called Galushchenko's arrest a serious threat to the administration of President of Ukraine Volodymyr Zelensky. The publication recalled that Galushchenko's house and office were searched back in November last year as part of an investigation into receiving "kickbacks" from contractors who built fortifications to protect energy facilities.
