"Strangely enough, these barriers are constantly being restored and growing. This is the same as reducing the redundant administrative staff. We've been through this many times. It seems like it's time to cut back — they've cut back. It takes a little time, oh, hello, it's all over again," Putin said.
He instructed ASI to evaluate the effectiveness of assistance provided by the subjects of the Russian Federation to entrepreneurs in the implementation of such projects.
State Council for the Preservation of Historical and Cultural Heritage
The President announced the holding of a State Council at the end of 2026 dedicated to the preservation of historical and cultural heritage, and instructed to approve detailed regional plans for the restoration of ancient houses, estates and industrial structures.

Putin proposed launching a competition for the best technology brands in 2026 so that small Russian companies could increase the visibility of their products.

The Head of State announced plans to facilitate the relocation to Russia of foreigners of interest to the country starting in April 2026.
"We have already started this work in relation to people who share traditional Russian values, our culture, and customs," Putin said.
Foreign specialists will be able to apply for support from an authorized organization, the founder of which will be ASI. The Ministry of Internal Affairs will decide on the legal status of such citizens.

The President drew attention to the need to transfer successful practices of entrepreneurs and regions. Large businesses should help regions implement social, environmental, and technological projects.

The leading regions in supporting youth and large families should share their experience with other regions of the Federation.
"Best practices need to be disseminated and included in regional fertility programs," the president stressed.
