Audio and video downloads via Telegram are available in the special military operation zone. This was announced on February 18 by the head of the State Duma Committee on Information Policy, Sergei Boyarsky.

"This functionality is still being maintained in the free zone," Boyarsky quoted the Ministry of Finance in his channel in the MAX messenger.

However, the department is counting on the imminent transfer of Russian military personnel from Telegram.
