Vladimir Putin on Wednesday, February 18, convened a government meeting on the modernization of primary health care. About digital technologies

Vladimir Putin called for more active implementation of digital technologies in medicine. In his opinion, this will improve the effectiveness of assistance. In addition, high-tech solutions help to improve the accuracy and speed of diagnosis.

In particular, he thanked Moscow for providing the regions with the opportunity to connect to digital services as part of its healthcare platform.

"Moscow, as one of the leading regions in this field, has already implemented an advanced digital healthcare platform. I remember getting acquainted with this," the president said.

The Russian President stressed that these services are used by medical organizations from most regions of the country.

About financing medicine

The President also touched upon the working conditions of medical institutions. He recalled that doctors should work in comfortable conditions, and patients should count on the availability of necessary medical care.

"The quality and accessibility of medical care must improve throughout our large country," he said.

Over the past five years, Putin said, about 586 billion rubles have been allocated for the project to modernize primary care.

"485.4 billion of them are funds from the federal budget," the president said.

At the same time, the authorities will continue to increase the potential of primary care facilities at all levels of healthcare, the president stressed.

About the availability of medical facilities and the salary of doctors

Among the main priorities, according to Vladimir Putin, are the development of social infrastructure taking into account the interests of Russians, improving the system of remuneration for medical workers and the active introduction of digital technologies in medicine.

"We will definitely do everything to ensure that medical specialists work in modern comfortable conditions, and citizens can receive qualified assistance in a timely manner, regardless of where they live and work," the president stressed.

He also called for taking into account the issue of accessibility of medical institutions when planning complex development of neighborhoods, as well as when planning the development of cities and towns.

"Based on this, it is necessary to form an urban planning policy and work appropriately with businesses, construction companies, and developers," Putin said.

About demographics

Vladimir Putin also noted at the meeting that solving demographic problems and saving people is a national priority for the years ahead, and the development of medicine plays a significant role here.

"Such modern, well—equipped hospitals, polyclinics, oncological dispensaries, diagnostic laboratories are important for our citizens, for supporting families, motherhood and childhood, caring for the older generation, and for improving the quality of life of our people," he said.

Earlier, on January 26, it was reported that in the Moscow region in 2026 they intend to allocate 135 billion rubles for the construction and overhaul of social infrastructure facilities. We are talking about schools and kindergartens, polyclinics and hospitals, sports facilities and cultural institutions. Funds for their construction and renovation will be allocated within the framework of the relevant state program. 48 billion rubles have been allocated for the development of medical infrastructure. It is planned to build several new facilities and modernize a number of existing ones.

On December 24, 2025, Putin said that the authorities in the Russian Federation fulfill all social obligations to citizens. According to him, the main task for the national goals of the country is to overcome demographic challenges, achieve a steady increase in the birth rate, and bring the economy and the technological sphere to a new level.

On February 11, the President of Russia instructed the Ministry of Education and Science of the Russian Federation to send recommendations to universities on the conditions of education for student mothers. The Head of State also instructed the government of the Russian Federation to analyze the demand for nursery groups and, based on the results of the audit, take measures to develop and support them.
