The Russian authorities demanded that the Telegram messenger register a legal entity and transfer the processing of personal data to the territory of the country. This was announced on February 18 by Andrei Svintsov, deputy chairman of the State Duma Committee on Information Policy.

"The requirements that have been set are quite normal and quite realistic. The first is to open a legal entity. The second is to move the processing and storage of our users' personal data to the territory of the Russian Federation. To open a legal entity is a week maximum. To move the processing of personal data is another two to three weeks. Therefore, within a month and a half, it is possible to fulfill the full range of requirements from Roskomnadzor," the deputy told TASS.

He stressed that Telegram has already begun actively blocking illegal content and cooperating with Russian authorities.

"Over the past week, Telegram has blocked more than 230 thousand. Telegram channels and content units that violated the current legislation," Svintsov said.

Svintsov stated on February 17 that there is no talk of a complete blocking of Telegram in Russia. The messenger interacts with Roskomnadzor and deletes prohibited information, and the agency retains the right to impose sanctions on companies that do not comply with Russian law.
