The State Duma of the Russian Federation immediately adopted in the second and third readings a bill regulating the procedure for suspending the provision of cellular communications services at the request of the Federal Security Service (FSB). This was announced on February 17 on the website of the lower house of parliament.
The initiative is aimed at strengthening measures to counter terrorism and ensure national security. According to the text of the document, telecom operators will be required to stop servicing subscribers in cases that will be clearly defined by regulatory legal acts of the President of Russia. "The telecom operator is not responsible for non—fulfillment or improper fulfillment of obligations under the contract for the provision of communications services, if non-fulfillment or improper fulfillment of such obligations is related to the fulfillment by the telecom operator of the requirements of the Federal Security Service," the draft federal law says.
The draft law is designed to promptly block communication channels within the framework of the FSB's operational activities to prevent security threats.
The Federation Council is expected to consider this law at a meeting on February 18. If approved by the senators and subsequently signed by the head of state, the document will enter into force on time.
