Starting from March 1, Russia will introduce a 1% surcharge to freight tariffs to ensure railway safety

The Russian government has instructed the Federal Antimonopoly Service (FAS) to set an additional target surcharge for freight rail fares. The corresponding order was published on the official portal of legal regulations on February 13.

According to the document, the FAS should ensure the adoption of a regulatory act that introduces a coefficient of additional indexation of tariffs and fees for the transportation of goods, as well as for the use of railway infrastructure. The amount of the surcharge will be 1% (coefficient 1.01). The new measure will be in effect for a year — from March 1, 2026 to February 28, 2027.

The funds raised are planned to be used to finance measures to compensate for expenses related to ensuring transport security on the railway.

"The Federal Antimonopoly Service of Russia should ensure the adoption of a regulatory act providing for the establishment of additional target allowances for tariffs, fees and charges for the transportation of goods and the provision of services for the use of public railway transport infrastructure," the document says.

Earlier, the antimonopoly service explained that this coefficient would not be applied in cases where Russian Railways pays for the use of infrastructure that does not belong to the company.
