Insurers have asked the Ministry of Finance to include them in the Internet "white list".

Insurance companies seek to be included in the Internet "white list" compiled by the Ministry of Finance of the Russian Federation in order to comply with the requirements of the CTP law. The All-Russian Union of Insurers (VSS) proposed to include insurers' websites in this list, and it sent an appeal to the Ministry of Finance of the Russian Federation. The VSS press service announced this in its Telegram channel on February 17.

The Internet whitelist is a list of domestic services and websites that operate when the mobile Internet is disabled or restricted. The BCC stressed that in order to comply with the requirements of the CTP law, insurers are required to provide policyholders with the opportunity to file a claim for compensation in electronic form.

"Thus, the continuous operation of information systems, Internet portals and mobile applications of insurance market participants is in demand and critically important for the Russian Federation," the union's letter says.

The VCC noted that most of Avtograzhdanka's contracts are concluded in the form of electronic documents (their share reached 72% in the first 9 months of 2025). In addition, since January 1, 2025, electronic CTP loss settlement has been launched in the Russian Federation. In addition to the insurers' websites, it is proposed to add the website of the union itself, as well as the Russian Union of Motor Insurers (RSA) and the National Union of Liability Insurers (NSSO) to the "white list".
