The Ministry of Internal Affairs proposed checking drivers for intoxication by saliva

The Ministry of Internal Affairs of the Russian Federation has developed a draft government decree, which proposes to conduct preliminary testing of the driver for intoxication by saliva. Based on its results, the issue of the driver's removal from control and the further procedure for his examination for intoxication will be resolved. This was reported to Izvestia on February 16 by the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

"The draft resolution was developed to form the legal basis for the use of instrument readings indicating the detection of ethanol vapors in exhaled air or narcotic drugs and psychotropic substances in a sample of biological material (saliva), in order to pre—test the driver for intoxication," the department said.

The use of modern devices will allow police officers to conduct a preliminary check of drivers and identify those who drive vehicles in a state of intoxication, if the characteristic signs of intoxication are not obvious. The driver's refusal to do such a check will not entail any administrative responsibility (unlike the procedural examination procedures), the Interior Ministry explained. The tests will be conducted only with the consent of the citizen and with the use of video recordings.

"The use of devices will minimize doubts about the objectivity of police officers when assessing the condition of drivers, which will help to respect the rights and legitimate interests of road users and reduce the number of conflict situations, as well as the validity of the examination procedure," the department said.

The Interior Ministry noted that the practice of using similar devices has become widespread abroad. The draft resolution is currently undergoing a public discussion procedure.

Earlier, the Ministry of Internal Affairs of Russia prepared a draft order, which defines a list of indicators, criteria and frequency of evaluation of the effectiveness of driving schools in Russia. As clarified on February 4, the list of assessment criteria includes, among other things, the results of exams, the proportion of graduates from the total number in a particular driving school who successfully passed theory and practice on the first attempt, and the proportion of theoretical and practical exams not passed by graduates.
