Deputies of the State Duma (State Duma) proposed to introduce a moratorium on increases in fees for housing and communal services (housing and communal services) until March 1, 2028. This is evidenced by the relevant document, which was reviewed by RIA Novosti on February 16.

"The draft federal law proposes the introduction of a moratorium on increasing the amount of utility bills paid by citizens for the period from March 1, 2026 to March 1, 2028," the text of the explanatory note to the bill says.

The document notes that the current Housing Code of the Russian Federation allows for an increase in utility bills within the indices, which vary significantly depending on the region.

If the bill is adopted, there will be no fee increases within the approved indexes until March 1, 2028.

One of the authors of the initiative, State Duma Deputy Yuri Afonin, said that the measure would help stabilize the situation in the housing and communal services sector and reduce the burden on citizens and the economy. According to him, this will make it possible to plan expenses for several years ahead without the risk of increased payments. He added that the proposal is primarily aimed at supporting low-income families and retirees.

On February 14, State Duma deputies from the LDPR faction, led by Leonid Slutsky, proposed increasing fines for officials for violating the rules of maintenance and repair of residential buildings. In case of repeated violations, it is proposed to remove them from office for a period of six months to one year.
