Russian Deputy Foreign Minister Mikhail Galuzin said on February 15 that the release of 11 Russians could be a gesture of goodwill to Baku.
"The relevant decision (the release of 11 Russians. Baku's attitude towards our citizens could be a gesture of goodwill in the spirit of good neighborliness," he said in an interview with TASS.
