The involvement of secondary resources in turnover is a key factor in the formation of a closed-cycle economy in the Russian Federation. This was stated by Russian Deputy Prime Minister Dmitry Patrushev on February 13 during a working trip to the Nizhny Novgorod region, where he held a meeting on the management of municipal solid waste (MSW) and the formation of a closed-cycle economy in the Volga Federal District (PFD).
The Volga region annually accounts for about 20% of the total volume of MSW in the country. Over the past six years, 75 MSW treatment facilities with a total capacity of 3 million tons and more than 800 thousand tons of recycling facilities have been created in the district. At the same time, about half of the waste is currently being processed, and about 90% is subject to disposal. By 2030, 69 more facilities are to be built in the Volga Federal District, ensuring 100% waste sorting.
"The key issue of our meeting concerns the involvement of secondary resources in circulation, that is, the process of forming a closed-loop economy itself. In total, more than 100 million tons of waste of all types are generated annually in the Volga region. In addition to municipal solid waste, this includes waste from industry, construction, medicine, agriculture and forestry. However, the existing capacities for their disposal are still insufficient. Therefore, each subject of the district must find its own point of growth in this area. At the same time, I would like to draw your attention to the fact that currently the availability of such enterprises is uneven... It is obvious that it is necessary not only to create new objects, but also to think together how to properly load existing ones. This should be taken into account when building appropriate logistics chains," Patrushev said.
Also, as part of a working trip to the region, a bilateral meeting was held between the Deputy head of the Government of the Russian Federation and Gleb Nikitin, Governor of the Nizhny Novgorod Region, Chairman of the State Council of Russia Commission on Environmental Well-being. The parties discussed the development of the agro-industrial complex and issues related to environmental protection.
In addition, the Deputy Prime Minister and the governor visited a number of enterprises in the field of waste management and recycling. In particular, we visited the sorting workshop of MAG Group, the largest expert in the field of innovative solutions for the collection, removal, disposal and processing of solid household waste and bulky garbage in the country.
In addition, Patrushev and Nikitin visited the eco-industrial park of the Nizhny Novgorod region, where they got acquainted with the work of the DORNAU rubber tire processing plant and inspected the production facilities of Okapol, Russia's first modified polymer plant, and also assessed the pace of reconstruction of the Nizhny Novgorod aeration station.
Last December, the Leningrad Region discussed how effectively the entire Northwestern Federal District copes with the task of recycling garbage. Every year, the region accumulates about 4.5 million tons of waste, which is a tenth of the volume throughout the country. According to Dmitry Patrushev, it is now important not only to create waste management facilities, but also to develop the market for secondary raw materials.
Dmitry Tortev, a member of the expert council of the State Duma Committee for the Protection of Competition, told Izvestia on December 4 of the same year that a closed—cycle economy continues to form in Russia, with waste recycling industries developing, the introduction of recyclables into construction and the production of everyday goods, including increased tire recycling capacity.
