The traffic police noted the growing interest of Russians in registration of PREP in "Public services"

In total, since 2024, more than 70 thousand car owners have used the electronic vehicle purchase and sale service, launched jointly with the Ministry of Finance of Russia on the Gosuslugi portal. This was reported to Izvestia on February 16 by the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

In 2024, almost 13 thousand vehicle owners used the service, and in 2025 the number exceeded 50 thousand people. In the first month of this year, about 6.5 thousand applicants applied to the State Traffic Inspectorate for registration actions based on electronic purchase and sale agreements, which is significantly more than the average monthly number of such car owners over the past year.

A vehicle sale agreement can be concluded entirely online, while it has the same legal significance as signed on paper. The purpose of creating the service is a high degree of transparency in concluding a transaction, reducing the time and financial costs of its participants and protecting the interests of bona fide buyers of vehicles, the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia noted.

It takes a total of no more than 10 minutes for both parties to complete and sign the contract. A prerequisite for signing the EDCP is registration on the Gosuslugi portal of the participants in the transaction and the availability of the Gosklyuch mobile application.

During the transaction, the service automatically checks whether restrictions are imposed on the car, whether it is wanted. If such data is confirmed, the system blocks the possibility of concluding a transaction on the Gosuslugi portal, protecting the buyer from the risk of purchasing a problem car. During the execution of the transaction, the potential buyer receives information about the possible location of the purchased vehicle as collateral. The ministry stressed that for registration of vehicles, it is mandatory to have a valid diagnostic card for vehicles older than four years.

In December last year, the head of the Russian Union of Motor Insurers (RSA), Evgeny Ufimtsev, proposed sending warnings through the Gosuslugi portal to car owners who did not have a CTP policy, instead of immediately issuing fines. According to him, this approach will encourage citizens to take out compulsory insurance.
