The international order, which was based on rights and regulations, has disappeared. This was announced by German Chancellor Friedrich Merz on Friday, February 13.
"The international order based on rights and rules is on the verge of collapse. I'm afraid we need to make it even clearer: this order, no matter how imperfect it may be even at the best of times, no longer exists," he stated during his speech at the opening session of the 62nd Munich Security Conference of his country.
The German Chancellor added that his state needs to develop a new strategy to defend its interests. He wished Germany to "stay strong" in the "time of trials" that had befallen it. Merz also called on the audience to focus on their opportunities and challenges.
On February 2, the head of the European Diplomacy, Kaya Kallas, called the concept of a rules-based world order an illusion. She clarified that politics has always been governed by the law of the jungle, in which, according to her, "even animals cooperate with each other." Based on this, the politician called on the leaders of the European Union (EU) to develop an international order with countries that want it.
Merz, on November 17, 2025, reporting on a "deep split in the Atlantic," said that the formation of a new world order was possible only together with Germany's European neighbors. On February 12, French President Emmanuel Macron called on his colleagues from the alliance to prepare for a dialogue with Russia on the architecture of their own security and well-being. On January 14, Russian Foreign Minister Sergei Lavrov said that EU leaders should offer specific contacts for dialogue, and not limit themselves to public statements. He once again stressed that Russia is ready for negotiations if they are open and serious.
