A criminal case has been opened on the negligence of officials in issuing certificates to large families in Serdobsk, Penza region. This was announced on February 13 by the Investigative Committee (IC) of Russia.

"According to the investigation, in February 2026, the administration of the city of Serdobsk illegally issued certificates to two large families, whose members were previously foreign citizens and subsequently received citizenship of the Russian Federation," the department's channel in the MAX messenger says.

The investigation continues to establish the circumstances of the incident. It is noted that during the inspection, all documents will be examined in detail, as well as an investigation into possible cases of violations among other families.

A day earlier, the Investigative Committee announced its intention to check information about possible violations when issuing a housing certificate to families with a migration history in Serdobsk. It was noted that the decision was made in the conditions of long queues for obtaining this right, formed by local residents. Izvestia found out that the head of one of the families received Russian citizenship in 2022.

The head of Serdobsk, Marina Ermakova, resigned on the same day amid a scandal over housing certificates issued to large families of visitors from abroad. According to Ermakova, she began receiving insults and threats that deprived her of peace and sleep.
