Russian presidential spokesman Dmitry Peskov said on February 12 that the Kremlin traditionally does not disclose upcoming personnel decisions, including candidates for the "presidential five" of the new Central Election Commission (CEC).

"We never announce personnel matters in advance," he told TASS.

The CEC is formed for a five-year term. According to the current procedure, five members of the commission are appointed by Russian President Vladimir Putin, the Federation Council and the State Duma.

The CEC announced the expected date of the State Duma elections on February 4. It was clarified that the vote is expected on September 20, 2026. It will be held according to a mixed system: 225 deputies will be elected from party lists and 225 from single—mandate constituencies. The term of office of the Duma of the IX convocation will be five years, until September 2031.
