Investigators have charged Artem Levin, the former CEO of the Kolmar coal company, and businessman Vladimir Shalgan, in the final version of the criminal case. The case is related to the embezzlement of more than 1 billion rubles belonging to GOK Inaglinsky JSC during the construction of the residential quarter "R" in Neryungri. This is evidenced by the relevant documents, which were reviewed by TASS on February 12.

"The defendants in the final version of the criminal case were charged with embezzlement by exerting psychological influence on the members of the tender commission of Kolmar Management Company LLC," the document says.

It is clarified that the defendants fraudulently persuaded them to choose a general contractor for the construction of the residential quarter "R" (nine houses) in Neryungri for miners, after which Levin signed contracts with this contractor on behalf of GOK Inaglinsky JSC, part of the Kolmar group of companies.

According to the investigation, from December 2019 to July 2022, the accomplices stole an amount exceeding 1 billion rubles. The criminal case was initiated in November 2024, and in October 2025, the Moscow Meshchansky Court arrested Levin and Shalgan. Initially, the defendants were accused of fraud on an especially large scale (Article 159 of the Criminal Code of the Russian Federation), but at the last stage of the investigation, the charge was reclassified to embezzlement, and a new accomplice was added — Vasily Krivolapov, CEO of Andrometa Northeast LLC.

On February 9, the Central District Court of Chelyabinsk sentenced the former First Deputy Minister of Economic Development of the Chelyabinsk Region, who was found guilty of accepting a bribe, to eight years in prison in a high-security penal colony. We are talking about Anton Bakhaev. He was also fined 2.8 million rubles.
