For the first time, the Court of Justice of the European Union (EU) has declared illegal the re-entry of an individual into the sanctions list, pointing to violations by the EU Council of the rules for the execution of judicial acts. This is evidenced by the decision in the case of Maya Tokareva, daughter of the head of Transneft, Nikolai Tokarev, published on February 11 on the website of the official search database of the judicial practice of the Court of the European Union.

Tokareva was included in the EU sanctions list as a person associated with a major Russian businessman. Despite several decisions in her favor, the Council of the European Union has repeatedly returned her to the list on the same grounds.

"The Council violated the obligation imposed on it by Article 266 of the treaty on the functioning of the European Union," the court said in its decision.

In addition, the court again refused to allow the EU Council to re-add Tokareva to the sanctions list, stressing that ignoring court decisions harms her.

The EUobserver portal reported on February 10 that the European Commission (EC) plans to blacklist Russian performer Timati (Timur Yunusov) and Director General of the Mariupol Drama Theater, producer Igor Solonin, as part of the 20th package of sanctions.
