The State Duma approved the introduction of fines for the sale of expired labeled goods

Deputies of the State Duma (State Duma) in the first reading approved a bill that introduces fines for the sale of expired labeled goods after notifying the monitoring system. This was announced on February 11 on the agency's website.

The bill provides for fines for individual entrepreneurs and legal entities that sell expired goods. The fine for individual entrepreneurs will amount to 10 thousand rubles for each product sold, for legal entities — 20 thousand rubles.

From March 1, 2026, the law will apply only to dietary supplements, beer, beer-based beverages, and low-alcohol beverages. At the same time, from July 1, 2026, the rules will apply to all goods subject to mandatory labeling.

It is noted that fines are also imposed for the sale of labeled tobacco products and nicotine-containing products below or above the established retail price. For the sale of up to 100 units of tobacco products below the maximum price, the fine will be 5 thousand rubles, from 100 to 1 thousand units — 50 thousand rubles, and for the sale of more than 1 thousand units — 500 thousand rubles.

It is also proposed to introduce fines for the sale of goods by persons who are not registered in the monitoring information system. If more than 10 thousand units of tobacco products or nicotine-containing goods are sold through one cash register in a month, the fine will amount to 50 thousand rubles.

Labeling does not completely exclude the appearance of counterfeiting, experts say.

In December last year, it was reported that automatic fines of up to 50 thousand rubles for sellers for trading marked goods without registration in the Honest Sign system could be introduced in Russia. The draft law, developed on the direct instructions of Russian President Vladimir Putin, proposes to integrate the state monitoring system for the turnover of goods subject to mandatory labeling by means of identification (GIS MT, "Honest Sign") into the practice of bringing to administrative responsibility.
