Education and an effective, protective judicial system are the main critical elements for the state, followed only by economics and finance. This was announced on February 11 by the head of Sberbank, German Gref, at the International Congress of Public Administration.

"The most important thing in the country: one is education, two are the judicial system, balanced, balanced, competitive and protective, then the economy, finance, etc.," TASS quoted him as saying.

He also noted the need to reform the incomes of civil servants, pointing out that they should be protected and motivated, receiving a decent salary, so as not to lead a "penniless lifestyle."

When asked about the possibility of replacing officials with artificial intelligence (AI), Gref agreed with the growing professionalism of AI, but noted that at this stage, the transfer of AI powers to public administration is premature.

"It is impossible to give the reins of AI today," he said.
