On February 11, Dmitry Peskov, the press secretary of the President of the Russian Federation, expressed regret over Telegram's failure to comply with Russian legislation.

"I see and read Roskomnadzor's statements that it has decided to slow down the work of Telegram due to the fact that the company does not comply with the requirements of Russian legislation. Well, it's a pity that the company does not comply with [the requirements], but there is a law that needs to be followed," TASS quoted him as saying.

He added that it would be better if Telegram and other limited services complied with Russian laws.
