Roskomnadzor will continue to restrict the work of the Telegram messenger until violations of the legislation of the Russian Federation are eliminated. The press service of the ministry informed Izvestia about this on February 10.

"Russian legislation is still not being enforced, personal data is not protected, and there are no real measures to counter fraud and the use of the messenger for criminal and terrorist purposes," the report says.

The RCN recalled that starting in August 2025, gradual restrictions are provided for services that systematically violate the laws of the Russian Federation, which can be lifted after violations are eliminated. In the case of Telegram, the violations have not been corrected, so the agency will continue to introduce consistent restrictive measures.

On the same day, it was reported that the Tagansky District Court of Moscow had registered eight administrative protocols against the Telegram messenger, each with a fine of up to 8 million rubles. Seven of the protocols were drawn up in accordance with Part 4 of Article 13.41 of the Administrative Code on non-deletion by the owner of the service of information that the legislation of the Russian Federation obliges to delete. For legal entities, a violation entails a fine of 3 million to 8 million rubles.
