On February 10, deputies of the State Duma (State Duma) adopted in the first reading the second package of legislative measures to protect Russian citizens from fraudsters, which included about 20 initiatives.
"In the first reading, a bill was passed providing, among other things, additional measures to curb the illegal actions of persons who help fraudsters in withdrawing stolen funds," a publication on the website of the lower house of parliament says.
The document provides for the obligation of banks to strengthen the protection of mobile applications and Internet services from malicious code, as well as to identify cases of its use.
In addition, it is proposed to limit the number of bank cards issued per person, introduce mandatory labeling of international calls and expand the interaction of telecom operators with credit organizations to curb fraudulent schemes.
At the same time, the deputies supported amendments providing for administrative and criminal liability for violations of the rules for the sale of SIM cards, including to foreign citizens.
Yesterday, Ivan Lebedev, State Secretary, Deputy Minister of Digital Development, Communications and Mass Media, announced that the Central Bank of the Russian Federation intends to create a single all-Russian database this year, which will contain information on all bank cards issued to citizens.
In December last year, the head of the State Duma Committee on the Financial Market, Anatoly Aksakov, said that the State Duma was working on a law limiting the number of bank cards per person, while it was decided to stop at 20.
