To obtain a "Family mortgage", Russians must provide the original document confirming the registration of children, consent to the processing of personal data and SNILS. This was announced to Izvestia on February 11 by Artur Akhmetov, head of the Mortgage, Insurance and Transaction Services business at Avito.
According to the expert, from February 1, 2026, only a parent permanently registered at the same address as the child has the right to receive a loan on a "Family mortgage". In this regard, no later than the date of signing the loan agreement, it is necessary to provide the original document confirming the registration of the child.
In addition, for all children, on the basis of which the right to receive a "Family mortgage" appears, consent to the processing of personal data and SNILS is required: a scanned copy after the loan is approved, the original for the transaction for data reconciliation, the specialist clarified. In addition, as Akhmetov noted, the SNILS of the borrower and his spouse are required.
The requirement to provide additional documents is also being introduced for parents who are not married or divorced. As the expert adds, to prove the current status, a certificate or notification in the form prescribed by the order of the Ministry of Justice of the Russian Federation on October 1, 2018 No. 200, or a notarized statement stating that the borrower is not married, is suitable. Also, in the case of a divorce, a court decision may be required on which parent the child remains with.
If the bank previously approved the application for a "Family mortgage", but did not issue a loan until February 1, the potential borrower may be required to update the application and provide additional documents related to children and spouses, Akhmetov said.
"All information about the family status of borrowers and whether the child's SNILS appeared in previous transactions under the program is checked by banks through government databases. If it turns out that there is a spouse, but the transaction is not specified, the operator of the state program is DOM.The Russian Federation excludes the loan from reimbursement for the "Family Mortgage", and the bank, in accordance with the loan agreement, will raise the mortgage rate to the market rate. These conditions are directly prescribed in the loan agreements," the specialist said.
On February 3, the Central Bank of the Russian Federation announced a record increase in the volume of family mortgages. Thus, the volume of family mortgage issuance in Russia in December 2025 increased by 69% compared to November and reached a record 605 billion rubles.
