The State Duma told about the new payment terms for housing and communal services

From March 1, 2026, changes to the payment procedure for housing and communal services will come into force in Russia, the deadline for making payments will be postponed from the 10th to the 15th of each month. This was announced on February 10 by Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"The payment for housing and communal services will be received later. Starting from March 1, the deadline for payment for housing and communal services is shifted from the 10th to the 15th of each month," he said in an interview with RIA Novosti.

In addition, the deadline for receiving utility bills will also change. Now they will arrive on the 5th of each month.

Koshelev noted that these changes will be convenient for citizens, as they allow people to pay for housing and communal services immediately after receiving the bulk of their income, which will simplify financial planning and reduce the number of delays and fines. The parliamentarian stressed that these changes are especially useful for those whose salaries are calculated after the 10th, as they will eliminate the need to find funds to pay for utilities before receiving salaries or borrow money.

The Antimonopoly Service will have the right to set prices independently.

Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, reported on February 6 that participants in a special military operation and their family members are provided with a range of benefits when paying for utilities. Combat veterans are entitled to compensation of 50% of housing and communal services expenses, including contributions for major repairs, and are also exempt from bank fees. During the period of service, they are not charged penalties and fines for late payment, while the regions may introduce additional support measures.
