Alexander Bastrykin, Chairman of the Investigative Committee of the Russian Federation, has opened a criminal case on bribery against Mukhamed Tembotov, a retired justice of the peace of judicial district No. 7 of the Nalchik Judicial District from the Kabardino-Balkarian Republic. This was announced on Monday, February 9, on the agency's website.
"The Chairman of the Investigative Committee of Russia has opened a criminal case against Tembotov for accepting bribes <...>. His accomplices are also being prosecuted," the statement said.
It also notes that between November 2024 and May 2025, the ex-judge organized a criminal group consisting of court secretary Marianna Karasova and assistant judge Elena Rashidova. During the specified period, the founder of the illegal association more than once received bribes in the amount of 10 thousand to 100 thousand rubles from participants in the proceedings for making decisions on administrative cases that were under his jurisdiction.
It is emphasized that upon the fact of what was discovered during the inspection by the Investigative Department (SU) of the Investigative Committee of the Russian Federation in the republic, criminal cases were initiated in accordance with paragraph "a" of Part 5 of Article 290 of the Criminal Code ("Receiving a bribe committed by a group of persons by prior agreement or an organized group") and Part 1 of Article 291.2 of the Criminal Code ("Petty bribery").
The Investigative Committee of the Russian Federation noted that the investigation of the case is still ongoing.
A source from Izvestia reported on December 8, 2025, that the Higher Qualification Board of Judges (HQCJ) had agreed to institute criminal proceedings against Elena Kobleva, former chairman of the Sovetsky District Court of Rostov-on-Don. It was noted that she was suspected of seven episodes of receiving large—scale bribes and one particularly large one. In addition, she was threatened with articles on obstruction of justice and knowingly unlawful sentencing. On the same day, it became known that a criminal case had been opened against the defendant.
Later, on February 9, it became known that Kobleva was sentenced to 10 years in a penal colony in a case of a large bribe and fined 15 million rubles. The former chairman of the court was also banned from holding government positions for a period of 10 years.
