In Russia, grounds for dismissal of foreign workers will be expanded from March
Starting from March 1, 2026, employers in Russia will have the right to dismiss foreign workers in the event of regional restrictions on the use of their labor, according to the new law.
Previously, the Labor Code provided for such grounds for dismissal only under restrictions established at the federal level.
According to TASS, the amendment eliminates the legal gap that arose in 2025, when a number of regions, including the Moscow Region and Krasnodar Territory, banned the involvement of migrants working under a patent in certain areas.
Until now, employers in such situations found themselves in a double trap: they risked a large fine for violating the ban, but at the same time, the dismissal of an employee could be considered illegal. The new law removes this contradiction.
The time of stay of migrant workers in the Russian Federation will be limited by the term of the employment contract. As Izvestia found out on December 8, such a bill will be submitted to the State Duma by the leader of the Fair Russia party, Sergei Mironov. The document also proposes the creation of a mechanism for the organized recruitment of foreign citizens for employment in the territory of the Russian Federation.
Russian President Vladimir Putin said on October 10 that Russia is interested in foreign labor, but it must be law-abiding citizens. The Russian leader noted that there are many problems in the field of migration, and the citizens of the Russian Federation themselves point this out. In addition, he stressed that migrants must comply with the law and the rules of Russia.
