According to AP, this approach reflects how the Republican administration has "turned around" traditional U.S. foreign policy.

"It often takes a huge amount of time, investment, and hard work to get to the point where you can say that diplomacy has succeeded," said Eliza Evers, a former employee of the US National Security Apparatus.

At the same time, former State Department adviser Eliot Cohen, who worked during the George W. Bush administration, recalled that American generals had historically participated in negotiations with the Soviet Union during the Cold War.
