The management company or the resource supply organization has the right to turn off electricity, gas or hot water for debts on payment of housing and communal services. This was announced on February 8 by Ivan Kurbakov, a member of the Russian Bar Association.

"The management company or the resource supply organization has the right to turn off electricity, gas or hot water if the delay in payment exceeds two months," the lawyer recalled in an interview with RIA Novosti.

According to Kurbakov, the shutdown procedure takes place in stages and requires prior notifications. First, a warning is sent to the debtor, after which he has 20 days to repay the debt. If the payment has not been received, a second notification is sent three days before the planned restriction.

However, the service can be disabled no earlier than 30 days after the first warning.

The lawyer also recalled that the legislation protects citizens from disconnecting critical services. In winter, from October 1 to April 30, it is forbidden to turn off electricity in houses where there is no alternative heating source.

In addition, it is not allowed to stop cold water supply in apartment buildings with centralized sewerage, if this poses a threat to sanitary and epidemiological safety.

The State Duma suggests uploading a cadastral number to the service and indicating the proportion of children.

State Duma deputy Alexander Yakubovsky said on January 28 that eviction for housing and communal services debts is an extreme measure that is applied only by court decision and not to all debtors. According to him, if the apartment is owned, it is impossible to evict the owner for housing and communal services debts. Even with significant debts, the court has the right to decide on debt collection, penalties, seizure of accounts or property, but ownership remains.
