Liksutov spoke about the results of inspections of stowaways in public transport in Moscow

Since 2023, the controllers of the Transportation Organizer, together with police officers, have been conducting enhanced fare checks in Moscow's surface urban transport. Since May 2024, such inspections have become weekly. During the specified period, 114 enhanced inspections were carried out, which covered more than 5.7 thousand buses and over 227 thousand tickets. As a result, about 25,000 stowaways were identified, as well as 1,038 violators of migration legislation. This was announced by Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.

"Enhanced checks on the most popular bus routes help us identify not only stowaways, but also violators of migration laws. Such events have proven their effectiveness: every year the number of those who do not pay for travel is decreasing. In 2025, their share decreased by almost 6% compared to last year. We will continue to improve the culture of paying for public transport," Liksutov said.

In almost three years, the largest number of intensified events took place in the Tushinskaya and Teply Stan metro stations. At the same time, the lowest proportion of stowaways has been recorded at the Teply Stan metro station, as well as on bus routes No. 697, No. c929, No. 284, No. 65 and No. 878.

The fifth of February was the date of the 114th enhanced inspection. At the Salarievo metro station, inspectors, together with police officers, checked more than 2.9 thousand tickets in 39 buses. 219 stowaways were identified, each of whom was fined for unpaid travel. Compared to the previous inspection, the share of stowaways decreased by almost 3%.

Since January 2026, the penalty for stowaway travel in public transport is 5 thousand rubles. Previously, the fine for stowaway travel was 2 thousand rubles, for the misuse of a social card — 4 thousand rubles.
