Installing video cameras in an entrance hall without the consent of neighbors can entail serious liability for citizens, up to criminal liability up to two years in prison and a fine of up to 15,000 rubles. Lawyer Ekaterina Nechaeva announced this on February 6.

"If the camera is aimed at the neighbors' doors, then there may be criminal liability for violating privacy," she said in an interview with RIA Novosti.

In 2024, the managing partner of Rusyaev and Partners, lawyer Ilya Rusyaev, said that covert filming using special devices is a violation of the law, which can lead to serious legal consequences. He added that there are a number of norms in Russian legislation regulating the issues of privacy and protection of personal data of citizens. Rusyaev pointed out that the use or purchase of special technical means to secretly obtain information, as well as the illegal collection of information about a person's private life that constitutes his personal or family secret, without his consent, is a serious offense.
