They want to provide assistance to defrauded shareholders to repay the loan, as well as take a number of other support measures. As Izvestia found out, such a bill will be submitted to the State Duma on February 6 by deputies of the Fair Russia faction led by Sergei Mironov.

"We propose to create a federal register of victims of fraud in individual housing construction, maintain a preferential mortgage rate for them and provide state assistance to repay the loan as soon as possible," the party leader told Izvestia.

According to him, this week, during a meeting with the government leadership, deputies raised the problem of defrauded equity holders in the field of individual housing construction, which is quite acute today.

"The Ministry of Construction estimates the number of victims for 2023-2024 at almost 11 thousand people, but according to unofficial estimates, their number is at least twice as high. Among them are large families, people with disabilities, families of participants in a special military operation, and they all need help," Sergei Mironov said.

In this regard, to protect the interests and support of defrauded shareholders, the bill proposes to create a state electronic register of citizens recognized as victims of fraud in the field of residential housing.

The document suggests that citizens included in it should keep a preferential mortgage, as well as use state funds to compensate for part of the cost of building a house and provide a subsidy to repay part of the principal debt to the bank.

Mironov also recalled that since March last year, escrow accounts have been launched in the residential housing system, which secured the funds of citizens who invested their money in the construction of an individual home. But in previous years, when there were no escrow accounts, thousands of Russians had already become victims of fraudsters who promised to build modern cottage settlements and townhouses.

"It should be borne in mind that banks gave people mortgages and pointed to specific contractors who needed to be built. Then the contractors took the money and disappeared, but the people still owed the banks. Today, defrauded shareholders continue to pay mortgages for non—existent housing, even if the fact is confirmed in a criminal case," the parliamentarian said.

On February 1, Mironov proposed to introduce a model of construction cash registers for the purchase of housing. He also proposed to develop a system of rented houses as a solution to the housing problem in Russia. According to him, mortgages at current housing prices are "like debt bondage" for most citizens.
