Deputies of the Communist Party faction in the State Duma proposed to oblige developers to index compensation for the period during which they waited for their apartments. Izvestia got acquainted with the relevant draft law addressed to Vyacheslav Volodin, Chairman of the lower house of Parliament, on February 5.
Currently, if the developer violates the requirements for the results of finishing work, the maximum amount of compensation cannot exceed 3% of the contract price. However, there is currently a practice in which citizens are often forced to spend much more money on repairing defects from a contractor in their supposedly finished housing than the resulting compensation amount.
"The Communist Party of the Russian Federation offers a compromise option, when both developers will be protected from unjustified claims by those who are not averse to making money by filing claims and, conditionally, covering their apartment with parquet instead of linoleum at someone else's expense, and bona fide participants in shared-equity construction who will be able to receive fair compensation if the contractor has made significant defects. Housing construction is a long—term undertaking, and for 3% of the contract price, for example, two years ago it was possible to buy and do much more than it is now. Therefore, it would be fair to take inflation into account when determining the amount of compensation for the developer's liability," Georgy Kamnev, a deputy from the Communist Party faction in the State Duma, explained to Izvestia.
On December 22, Russian Prime Minister Mikhail Mishustin announced that the Russian government would not extend the moratorium on fines for developers for postponing housing commissioning.
On December 19, Russian President Vladimir Putin announced during the "Results of the Year" that the moratorium on supporting the construction industry would not be extended in the Russian Federation. The Russian leader stressed that it is necessary to finish the construction that has begun and prohibit new construction before it is completed.
